    Deborah went home that day wondering why her family didn't travel outside the country like her classmates did over the holidays.The family went to Cauayan City, the hometown of their Filipina househelp Maricel. The rural area that depends on rice and corn farms is home to just 122,000 people.

    Big difference

    The experience of the family reflected the state of public education in the Philippines.Deborah attended Cauayan South Central School with Maricel’s 9-year-old daughter Charelle. For three days, she was like any normal student, even wearing the school uniform and riding the tricycle to school.

    The school, considered the largest public school in the area, has about 4000 pupils in 87 classes. Toh observed that the school provides free education to children “working-class parents including farmers, labourers, and women working overseas”.

    Toh described the school as “nothing like any in Singapore.” Aside from uneven pathways to school buildings, the dimly-lit classrooms with poor ventilation were packed.

    “Teachers kept going even as the temperature soared to a sweltering 38 degrees,” he recalled whenever three-hour power interruptions happened.

    To their surprsie and amusement, Deborah quickly formed a bond with her classmates. On her last day in school, she wrote that the strongest impression of them was kindness.
    The warm attitude given by the people of Cauayan left Deborah wanting to go back.

    One of the fastest-growing cities in the region is Cauayan City, which plays as the literal domestic gateway to the valley, home of the Cauayan Domestic Airport.

    “Name it, we have it,” Isabela Gov. Faustino “Bojie” Dy III said.

    It is precisely these reasons that the Bambanti Festival was born during the term of the late Gov. Benjamin Dy, brother of the incumbent governor. Because of its predominantly agricultural landscape,
    bambanti, an Ilocano term for “scarecrow,” became the adopted name for the yearly thanksgiving festival as it symbolizes food security.

    “This year’s festival theme, ‘Flying High,’ means aiming higher to strengthen further the province’s gains as an agricultural investment and tourism destination not only in the Philippines, but as well as
    in Southeast Asia,” said Vice Gov. Tonypet Albano, festival executive committee chairman.

    To launch an international market, the province represented the Philippines in the China-Asean Expo in Nanning, China, last year.

    Major highlights of the festival are individual display booths showcasing homemade products and eco-tourism potentials of the province’s 34 towns and three cities.

    Designed after the festival theme, the most attractive centerpiece of each booth are flying Bambanti images like the corn rocket ship design of Ilagan. Cauayan depicted it with an airplane-style
    Bambanti, while Palanan expressed it with a giant Pegasus covered with enormous dried fishes.

    “Every year, we have different concepts of the festival because of the massive developments in each town, which need to be showcased for marketing, and the traditional street dance showdowns are
    expected to exhibit our people’s best creative skills and live performances as the product of cooperative efforts,” said Dy.

           We all witnessed the significant beginnings of our thrust in making Cauayan City the ideal city of the North during the first one hundred days of my administration. As promised, they were just the initial steps to a more active, more involved, and innovative government in providing basic services for and in bringing fundamental changes in the City of Cauayan. With the support, cooperation, and coordination with the members of the Sangguniang Panlungsod, the full force-group of the City Government, the City Department Heads and employees, including the private sector and different organizations, we became more inspired to be the best of service to our people. Allow me now to reiterate and go over with what we have become so far and what else has to be done in reaching our goal of truly making Cauayan City the Ideal City of the North.

    Lactation Stations established in the City Health Office, City Hall, Public Market, District Hospital, and Barangay Health Stations through a local resolution   adopting the IYCF strategy.

    All these projects and activities by the CNC and its partners contributed to the reduction in the prevalence of under nutrition among preschool children.

    THE 2013 Magical Bambanti Festival held last January 27 to 30, 2013, was my first time in Isabela. Half-asleep, half-awake after our 10-hour road trip from Manila, I was pleasantly surprised by the Isabela that welcomed us upon our arrival. The province was progressive, it had beautiful roads, the people were friendly and extremely helpful, our hotel – Hotel Sophia, which just opened the week that we arrived – could compare with the best boutique hotels around the country, and the Bambanti Festival was full of fun and excitement.
