The LGU Cauayan City formed its Inspection and Certification Team to implement Guidelines of Safety Seal Certification Program of the Department of the Interior and Local Government (DILG) .

The DILG, together with the Department of Labor and Employment, Department of Trade and Industry, Department of Tourism and the Department of Health issued a Joint Memorandum Circular on the guidelines where the Local Government Units as Issuing Authorities.

The Safety Seal Certification Program provided in IATF Resolution  No 87 aims to increase compliance  by private or public entities with the minimum public health standards set by the government as well as
increase consumer confidence as the economy will safely reopen.

The requirements of Business establishments to comply are;  Valid Business Permit/ Mayor’s Permit, Use of Stay Safe.ph or any contact tracing tool to integrate with the same, Availability of health declaration sheet for employees and clients, QR Codes for StaySafe.ph and other any contact tracing tool conspicuously placed for registration of employees and clients, Availability of isolation area for identified symptomatic employees, BHERTS and other COVID -19 Emergency hotlines are displayed in conspicuous area, Availability of handwashing stations with soap, sanitizers, and hand drying equipment or supplies for employees and clients/ visitors in strategic locations in the establishments, Installed physical barriers to maintain social distancing, availability of windows for adequate air exchange, Compliance to the disinfection protocol, Conducts regular cleaning and disinfection, Personnel, employees, clients and visitors always wear facemasks and face shields , and Presence of designated Safety Officer.

After a 3-week operation, at least some 106 establishments in the city were given the SAFETY SEAL after complying the requirements .
