CAUAYAN CITY NAMED BEST IN LGU EMPOWERMENT BY THE DIGITAL GOVERNANCE AWARD COUNCIL

Cauayan City made it again besting among other entries coming from different LGU’s across the country for this year’s search for Digital Governance Award via zoom ceremony held on November 26, 2021.

Under the Category of Best in Inter-Operability; City Category, Cauayan City  bagged the  2nd Place for Best in LGU Empowerment in the Digital Governance Awards 2021 featuring its Project ODeSSEE (Optimization of Decision Support System for Effective E-governance). This category values the LGU’s initiative to connect data and systems with other government offices for the convenience of their constituents and to improve its public service delivery.

The first place was given to Baguio City with their entry of Docu Tracker,  and to the City of  Manila for their Covid 19 Testing Center Web Lob Information Center, while the third place was awarded to  Cebu City on their entry of  Taxpayers e-Payment Portal.

 

Project ODeSSEE (Optimization of Decision Support System For Effective E-governance) is a web-based system which aims to develop automated preemptive evacuation plan for flood disaster using the Covid-19 profile of Cauayan City to manage disaster preparedness. It is an integration of the database of HealthGuard Ph, an application containing the city’s Covid-19 cases information; risk assessment and flood zoning map from the Office of Civil Defense; and historical environmental data from DOST PAGASA, in order to provide decision support in identifying safe, unsafe and alternative evacuation centers through data science and data analytics.

Project ODeSSEE is a collaborative project of the Isabela State University, City Government of Cauayan City, Department of Science and Technology and the Office of Civil Defense under the Smarter Cities Project.

Special thanks to Isabela State University, through its President, Dr. Ricmar Aquino, Executive Officer of ISU-Cauayan Campus, Dr. Precila Delima, and BIRDC Director, Dr. Betchie Aguinaldo, as well as to the Department of Science and Technology through Usec. Engr. Sancho Mabborang and DOST-PCIEERD through Dr. Enrico Paringit and Office of the Civil Defense, for all the support and assistance from project conceptualization, planning and implementation.

This award is for the people of Cauayan and the whole Region 2 towards creating safe, unsafe and alternative evacuation centers through data analytics and artificial intelligence for a more efficient disaster response.

The  Digital Governance award (DGA) is an annual search for best practices in the local government unit utilizing information and communications technology (ICT) in various category to effectively deliver  its public services directly to its constituents and to its business stakeholders.

The DGA shares the vision of establishing  indices local government unit across the country harnessing the potential of ICT towards raising the bar in delivering public service.

The DGA is organized by the ICT Industry Development Bureau of the Department of Information  and Communications Technology in partnership with the Department of the Interior and Local Government and the National ICT Confederation of the Phils. (NCIP).
