Cauayan City was placed under GCQ bubble following reports on an unprecedented rising number of Covid 19 positive cases in the city for the past weeks, making the hospitals and isolation facilities on the full capacity that could no longer accommodate incoming patients.
Based on the Executive Order of the City Mayor released on April 23, 2021, the City Government of Cauayan is implementing measures calculated to control movement and convergence of its constituents during the effectiveness of the General Community Quarantine (GCQ) Bubble in the city from 12:00 AM of April 26, 2021, until May 2, 2021, unless further extended, modified or withdrawn. The guidelines were discussed by Mayor Bernard Dy during his Public Address on livestream over social media.
Some salient points of the Executive Order are the compliance with Minimum Public Health Standard like the proper wearing of face masks and face shields strict observance on social distancing; the movement of people shall be limited to accessing essential goods and services, and for work in the offices or industries permitted to operate during the GCQ. Non-residents shall likewise be required to present and surrender their valid ID at the designated checkpoints upon entry to the city.; non-residents and returning OFWs shall undergo mandatory triage at Isabela State University Cauayan Campus upon arrival; adoption of number coding scheme to all vehicles with their respective plate-end number (MWF- for odd numbers: TTHS for even number) with exemption to essential vehicles; liquor ban was also imposed and curfew time to 9:00 pm to 4:00 am; mass gathering is prohibited and additional restriction for a wake, funeral and burial allowing only a maximum of 10 attendees for the 5-day wake; and a lot more.
Subsequently, the GCQ Bubble was extended by another week, May 3, 2021, to May 9, 2021, to even lessen the number of positive cases of covid 19.
Prior to this, the city government has supplied additional beds and oxygen tanks to the city quarantine facilities such as the ISU Cauayan and Balay -Silangan to accommodate patients as a temporary holding area while awaiting hospital accommodations.
