In a significant step toward building a progressive innovation ecosystem, the Cauayan City Innovative Startup Ordinance was enacted at the i-ACT4SmartCity, marking the first of its kind in Region 2. Ordinance No. 2024-580, titled “Cauayan City Innovative Startup Ordinance,” lays the foundation for a thriving startup ecosystem, targeting smart technology startups with a supportive regulatory and incentive framework.
Approved on July 23, 2024, by the Sangguniang Panlungsod of the City of Cauayan during its regular session, the ordinance aims to promote Cauayan City Local Government as a hub for technological innovation. Its objectives include fostering local innovation, encouraging the growth of homegrown startups, and creating a favorable business environment to attract entrepreneurs in the smart technology sector.

The ordinance covers only startup businesses that involve innovation, whether in the form of products, processes, or business models, in alignment with the national Republic Act 11337 or the Innovative Startup Act. Essential elements defined include “innovative products” and “innovative processes,” as well as investment and pitching opportunities, with provisions to support startups that introduce new or significantly improved methods, goods, or services in Cauayan City.
The enactment highlighted the broader impact of the ordinance on the local economy and regional competitiveness, positioning Cauayan City as a model for smart city development and innovation. By institutionalizing the Smart City Technology Business Incubator (TBI) as part of the ordinance, the city aims to provide startups with resources, guidance, and funding opportunities to fuel growth and technology advancement.
Representing Cauayan City Mayor Jaycee Dy at the event were Atty. Reina Consorcia M. Santos, Smarter City Officer, and Hon. Bagnos A. Maximo, Jr., City Councilor and Chairperson for Committee on Laws and Good Governance of LGU Cauayan City.
Ms. Russell Pili, Chief of the RITTD at DOST PCIEERD, Dr. Virginia Bilgera, Regional Director of DOST – Region 2, and Hon.Faustino “Inno” Dy V, Congressman of the 6th District of Isabela, witnessed the enactment.
The enactment of this ordinance signifies the local government’s commitment to fostering an innovative and resilient business environment for local startups in the region.
