The 2022 State of the City Address (SOCA) of Mayor Bernard Faustino M. Dy on March 30, 2022, was thrilling as the audience at the Isabela Convention Center (Icon) was enthralled by the good mayor’s heartfelt message as he executed his final vow and thanked all who helped him succeed as the Local Chief Executive of Cauayan City.
At a certain point, Mayor Bernard Dy couldn’t even hold back his tears because, after all, he would soon be fully reunited with his family as he had almost devoted his time to public service.
The theme of this year’s State of the City Address is PASASALAMAT; for 9 years of transformative leadership and innovative governance for a more progressive, smarter, and sustainable City of Cauayan!.
He recalled his first year of incumbency as City Mayor, when he accepted the challenges of making Cauayan City on the right track to greater heights.
From his vision to make the city the Ideal City of the North, to becoming a Smarter and Sustainable Cities where he made Cauayan the ideal city on the world map.
Boasting his accomplishments from Infrastructure, Social Services, Economic, Environment, Peace and Order, Partnerships, all aligned to the programs of the United Nations 17 Sustainable Development Goals, the people of the City of Cauayan are now benefiting from having a quality and better life through the worthy programs set by Mayor Bernard Dy.
The innovative style of leadership of Mayor Bernard Dy made Cauayan City a recipient of remarkable awards such as DILG’s Seal of Good Local Governance and Seal of Good Financial Housekeeping, DICT’s, Digital Governance Award, Nation Builders & Mosliv Awards, Most Business-Friendly LGU, Hall of Fame’s Gawad Kalasag, Most Improved Cities, Rice & Corn Achievers, Red Orchids by DOH, Civil Service Commission’s PRIME-HRM, ISO Certified in quality management, First Smarter City in the Philippines by DOST, and among others.
Mayor Bernard Dy was also given recognition as among the 2018 Ten Outstanding Young Men (TOYM) in the Philippines, and Outstanding Mayor by Superbrand Marketing Inc.
In his closing message, Mayor Bernard Dy deeply delivered his thanks and gratitude to every Cauayeños for the support and trust and did not left him in his journey to lead his own city.
“Isang malaking karangalan po ang mapaglingkuran at mapagsilbihan ang bawat isa sa inyo at ang ating lungsod. Makakaasa po kayo, saan man ako makarating, bitbit ko ang puso ng isang Proud Cauayeño, at hindi magtatapos rito ang aking layunin na tumulong at gumawa ng mga adhikain para sa ikabubuti ng ating minamahal na Lungsod ng Cauayan.”- Mayor Bernard Dy remarked.
