The City of Cauayan will continue to soar even higher as the administration of Mayor Caesar “Jaycee” Dy, Jr. continuously executes good governance towards becoming the Innovative City of the North (ICON).
On September 14, 2022, Mayor Jaycee Dy, through virtual appearance on social media has highlighted his 100 days in public office after assuming his post as the Newly Elected City Mayor of Cauayan City. Together with his achievement is his acknowledgement to the members of the City Council for the full support given, the cooperation and collaboration made of every individual, and all stakeholders.
Highlighting his projects implemented:
- Collaborative Government- partnership was made possible where all sectors of the community; the local government, private sector, NGA’s and civil society work hand in hand. The City Government conducted the first Civil Society Organization, or CSO, Conference and later organized to become partners in the formulation of development plans in the city.
- Agriculture- granted Portasol multi-purpose solar drying trays and vegetable seeds to 75 beneficiaries, farm inputs and jackets to 39 tobacco farmers and financial assistance to farmers affected by typhoons and livelihood assistance to 77 affected by African Swine Fever under the Integrated National Swine Production Initiative for Recovery and Expansion or INSPIRE Program; assistance to TUPAD Beneficiaries and bambbo planting activity; provides modern technology for Smart Farming or Smart Agriculture; distributed fingerlings during the 59th Fish Conservation week; and the introduction agricultural drone technology, followed by the ground breaking ceremony of New Smart Agriculture Building at Barangay Tagaran, Cauayan.
- Sustainable Economic Growth and Business Empowerment-conducted dialogue to Primark Tenants as well as the officers of Cauayan Filipino-Chinese Chamber of Commerce for stronger ties and commitment in advancing economic development of the city; strengthens MSME’s with the assistance of DTI; negotiate with the Philippine Economic Zone Authority for the establishment and accreditation of the 20-hectare economic zone as the country’s agro-industrial and commercial center.
- Infrastructure Development- negotiated and entered a MOA with San Miguel Corporation and its President and CEO, Mr. Ramon Ang, for the donation of 50-hectare property at Barangay San Luis for the establishment of the New Core Urban Center; inaugurated various Barangay Multi-Purpose Buildings with the support of Congressman Faustino A. Dy V; constructed additional streetlights in the city and the establishment of Quick Response Base Units for emergency cases; and continuous construction of farm-to-market roads in various barangays.
- Peace and Order- conducted dialogues and discussed solutions to pressing issues during the First Peace and Order Council Meeting, as well as the implementation of No Contact Apprehension Program (NCAP); conducted the 1st Inter-Agency Responders on Disaster Challenge and the 1st Mayor Jaycee Dy Invitational Inter Agency First Aid Olympics; initiated the Cagayan Valley Rescue Jamboree participated by different LGUs in Cagayan Valley; entered MOA on KASIMBAYANAN (Kapulisan, Simbahan, at Pamayanan)
- Good Governance- unveiling of City Government as a Drug-Free Workplace spearheaded by the Philippine Drug Enforcement Agency (PDEA) ; formulation of Executive-Legislative Agenda and Capacity Development Agenda; joining the celebration of the 122nd Philippine Civil Service Anniversary; national validation of the Seal of Good Local Governance by DILG.
- Social Services:
Health Care- Supported the Rotary Club for Operation Smile Philippines and the inauguration of the Cauayan City Blood Bank and Isabela Hakab Na! 2022; Step Up for Breastfeeding, and distribution of vitamins to school children at Cauayan North Central School; joined the Optometric Society and Optometric Association of the Phls., for free eye consultation, laboratory services, and free eyeglasses.
Quality Education-assisted 2,857 LGU-student scholars in college; students’ graduation of Alternative Learning System (ALS); launched Project CAESAR-JC (Calibrated, Advanced and Enhanced Support to Accelerate Reading Journey of Every Cauayeño; financial subsidies given to Brigada Eskwela; youth involvement in the 13th National Youth Parliament Region 2 Assembly;
Social Services For Vulnerable Sectors– conducted the 1st IP’s Local Advisory Council; Livelihood Assistance Grant Payout under DSWD to 400 beneficiaries, and distribution of DSWD Educational Assistance to 100 student beneficiaries; distributed salaries of Special Program for the Employment of Students (SPES); granted financial assistance to Persons With Disabilities; successful conduct of Alay- Lakad :” The Ben Walk for a Cause” where proceeds were given to beneficiaries.
PROMOTING SMART AND SUSTAINABLE CITY– continuously conducting consultative meetings with the Department of Science and Technology—Region 2 in strengthening the Cagayan Valley Smarter City Belt ; taking part in this year’s World Cities Summit held in Singapore; sealing partnerships with DOST, Isabela State University, Department of Information and Communications Technology, United Cities and barangays of San Fermin, District 2, and Cabaruan for the transfer and pilot of Project CDEWS, or Community Dengue Early Warning Device, and the Barangay ODeSSEE for Flood and Covid 19 Monitoring System; launching the city’s new One-Stop Mobile App with Multisys Tehnology Corp.; and launching the city’s new One-Stop Mobile App with Multisys Tehnology Corp.; Cauayan City was chosen as one of the pilot cities in the Philippines for the Hackathon and Open Data Challenge hosted by Development Academy of the Philippines for the Hackathon and Open Data Challenge hosted by Development Academy of the Philippines; and will be the first all-in-one Digital Business Locator, an in-house development of our Business Intelligence and Research Development Center.
In closing, Mayor Jaycee Dy assures his people that all public service programs will be continuously implemented to bring the city to greater heights. Further, he asked for the support of all to be one with the goals of a progressive and innovative Cauayan City.
